American States Water Company Officers

Robert J. Sprowls
President and Chief Executive Officer

Mr. Sprowls has served on the American States Water Company board since May 2009 and the boards of the subsidiary companies since his appointment as President and Chief Executive Officer of the company effective January 2009.  Mr. Sprowls is a member of the ASUS committee and the issuance committee. He also served as a member of the strategy and corporate development committee from January 2009 until it was dissolved in October 2011.
 
Mr. Sprowls is the sole management member of the board of directors.  As President and Chief Executive Officer of the company since 2009 and Chief Financial Officer for four years prior to that, Mr. Sprowls has an intimate knowledge of the company and its operations and personnel.  He has also been in a leadership role in the water industry having served as President and a member of the executive committee of the National Association of Water Companies, a non-profit organization representing private water companies.  He has more than 30 years of experience in business strategy, operations management, corporate finance and business problem-solving for regulated utilities, utility holding companies and highly competitive, non-regulated utility affiliates.

Robert J. Sprowls is the President and Chief Executive Officer of American States Water Company and holds similar titles and responsibilities for the company’s subsidiaries, Golden State Water Company, or GSWC, and American States Utility Services, Inc. and its subsidiaries, or ASUS.  Mr. Sprowls joined American States Water Company in June 2004 as Senior Vice President – Finance, Chief Financial Officer, Treasurer and Corporate Secretary. He was promoted to Executive Vice President – Finance, Chief Financial Officer, Treasurer and Corporate Secretary in January 2008 and became Executive Vice President of the company and its subsidiaries in November 2008.

Prior to joining American States Water Company, Mr. Sprowls spent 21 years at CILCORP Inc., or CILCORP, a public utility holding company whose largest subsidiary, Central Illinois Light Company, served approximately 250,000 gas and electric utility customers. During his tenure with CILCORP, Mr. Sprowls held positions as President, Business Unit Leader – Energy Delivery, Chief Financial Officer (CFO) and Treasurer of Central Illinois Light Company, CFO of a non-regulated subsidiary of CILCORP, QST Enterprises Inc., and Vice President and Treasurer of CILCORP. Mr. Sprowls left CILCORP and Central Illinois Light Company following the sale of the company to Ameren Corporation in 2003.

Mr. Sprowls is currently a member of the board of directors of the National Association of Water Companies and has previously served as its president.  He is also a member of the Southern California Leadership Council. He has served on the board of directors of CILCORP Inc. and Central Illinois Light Company. He has been a past chairman and a member of the board of directors of the Illinois Energy Association, a past chairman and a member of the board of directors of Goodwill Industries of Central Illinois and a committee chairman for the Heart of Illinois United Way Campaign.

He holds a BA degree in economics and business administration from Knox College in Illinois and a master in business administration from Bradley University, also in Illinois. He is a Certified Public Accountant (Inactive) and a Certified Management Accountant.

Eva G. Tang
Senior Vice President - Finance, Chief Financial Officer, Corporate Secretary and Treasurer

Eva G. Tang is Senior Vice President - Finance, Chief Financial Officer, Treasurer and Corporate Secretary of American States Water Company, a role she has held since November 2008. She is also Senior Vice President - Finance, Chief Financial Officer, and Secretary for the company’s first-tier subsidiaries, Golden State Water Company and American States Utility Services, Inc. and its subsidiaries. Ms. Tang oversees finance, accounting, tax, risk services, investor relations, internal audit and information technology. She has been with the company since August 1996, holding various positions in the accounting and finance departments. 

Prior to joining the company, Ms. Tang held the position as Director of Budget and Planning at OroAmerica Company in Burbank, California, the largest publicly traded manufacturer and distributor of gold and silver jewelry in the United States at the time.    

Ms. Tang currently serves on the board of directors for Pomona Valley Protective Association, a non-profit organization formed to capture and percolate storm water to sustain the groundwater aquifer. She is also a member of the board of directors for the National Utilities Diversity Council, an organization which conducts research to educate, develop best practices and guide efforts to promote diversity in the utility industry.

Ms. Tang holds an MBA degree with a concentration in Finance from University of California, Los Angeles, as well as a BA degree in Business Administration.  
 

Gladys M. Farrow
Assistant Secretary

Gladys M. Farrow is the Vice President of Finance, Treasurer and Assistant Secretary for Golden State Water Company, a wholly-owned subsidiary of American States Water Company.  In that capacity she is responsible for all internal and external financial reporting including all company filings with the Securities and Exchange Commission.  She is also responsible for all tax reporting and compliance, treasury and cash management functions, annual budgets and strategic planning, liquidity and capital resource planning, and Sarbanes-Oxley compliance.

Prior to joining Golden State Water Company in 2003, Ms. Farrow was employed by the international accounting firm of PricewaterhouseCoopers LLP (PwC) in Los Angeles, California, for thirteen years. She spent the last five years at PwC as a Senior Manager in the firm’s audit practice. Her responsibilities included planning, coordinating and managing all aspects of an audit primarily for companies that are public registrants with the Securities and Exchange Commission (SEC).  While at PwC she gained extensive knowledge and experience with Generally Accepted Accounting Principles for public companies (with a focus in the utility industry). She provided a wide range of audit, consulting, information technology and tax services to a variety of multinational clients in the Consumer and Industrial Products Group based in Los Angeles. Companies that she worked with included Southern California Edison and the Department of Water & Power.  Ms. Farrow holds a Bachelor’s degree in Economics from the University of California, Los Angeles and has been a Certified Public Accountant in the State of California since 1993.

Denise L. Kruger
Senior Vice President - Regulated Utilities

Denise L. Kruger is Senior Vice President, Regulated Utilities for Golden State Water Company. In this role, Ms. Kruger has oversight of all functions in Regulated Utilities, including Water Operations, Asset Management, Environmental Quality, Customer and Community Relations, Customer Service, Water Use Efficiency, Water Resources and Regulated New Business.

Ms. Kruger has over 25 years of experience in the utility industry. She joined Golden State Water Company in 1992 as Manager of Quality Assurance and Water Quality. In 1998, Ms. Kruger was appointed to the position of Vice President, Water Quality. She then served in various executive roles in water operations before being appointed Senior Vice President, Regulated Utilities.

Ms. Kruger is active in the utility industry, including holding a Board seat on CFEE, the California Foundation for the Environment and Economy. She is Chair of the Water Research Foundation, an organization responsible for over $460M worth of water related research, and past Chair of the American Ground Water Trust. Ms. Kruger received a Bachelor of Science Degree in Mechanical Engineering from the University of California-Davis and a Master of Business Administration Degree from the University of California-Irvine.

Eva G. Tang
Senior Vice President - Finance, Chief Financial Officer and Secretary

Eva G. Tang is the Senior Vice President - Finance, Chief Financial Officer, Treasurer and Corporate Secretary of American States Water Company (“AWR”).  Ms. Tang also holds Senior Vice President - Finance, Chief Financial Officer, and Secretary for AWR subsidiaries Golden State Water Company, and American States Utility Services, Inc. and its subsidiaries.

Ms. Tang began her career with Golden State Water Company in August of 1996 and has held various positions in the accounting and finance department.  Ms. Tang held the position of Assistant Secretary for AWR, Vice President of Finance, Treasurer and Assistant Secretary for Golden State Water Company, and Treasurer and Assistant Secretary for all the other subsidiaries of AWR from October 2002 to November 2008.  

Prior to joining American States Water Company, Ms. Tang held the position as Director of Budget and Planning at OroAmerica Company in Burbank, California.  OroAmerica was then the largest investor-owned manufacturer and distributor of 14 karat gold jewelry in the States.    

Ms. Tang has a B.A. in Business Administration, and earned her M.B.A. from the University of California, Los Angeles with an emphasis in finance.

Gladys M. Farrow
Vice President - Finance, Treasurer and Assistant Secretary

Sunil K. Pillai
Vice President – Environmental Quality

Sunil Pillai is the Vice President of Environmental Quality at Golden State Water Company. Mr. Pillai has over 25 years of experience in the Environmental/Water Utility industry. He began his career with Golden State Water Company in 2003 as a Water Quality Engineer and over the years has held various managerial positions in Water Operations, Asset Management, and Environmental Quality. Prior to joining the company, Mr. Pillai worked as a Project Manager for the California Environmental Protection Agency and has also worked as a consultant in multiple Environmental Consulting firms in California. 

Mr. Pillai has a Bachelor’s degree in Civil Engineering from the College of Engineering, Trivandrum, India, and a Master’s degree in Civil/Environmental Engineering from the University of Oklahoma. He also holds a  Professional Engineers (PE) License in Civil Engineering in the State of California.

Paul J. Rowley
Vice President - Water Operations for Northern and Mountain/Desert Districts; Director of Procurement Services
Paul Rowley has over 32 years of experience in the water utility industry.  He began his career in 1983 as an entry-level meter reader for an investor owned utility.  From this entry point, Mr. Rowley has progressed through various management positions overseeing the operations and maintenance activities of both retail and wholesale, investor owned and municipal water operations.  Mr. Rowley began his employment at Golden State Water Company in 2007 as the District Manager for the Central District.  In November 2014, Mr. Rowley was promoted to the Director of Procurement after serving as the interim Director since March 2014.  In this position, Mr. Rowley had direct oversight of the Procurement Services Department and was charged with centralizing procurement activities at Golden State Water Company.

In January 2016, Mr. Rowley was promoted to the Vice President of Water Operations and Director of Procurement Services.  In this position he has executive responsibility for the Northern and Mountain Desert Districts and the Centralized Procurement Services Department.  He is accountable for ensuring positive relationships are maintained with city and county management and elected officials throughout the Northern and Mountain District service areas and maintains oversight of the Centralized Procurement Services Department.

Mr. Rowley holds a Bachelor of Science Degree in Business Administration and a Master Degree in Public Administration from California State University, Northridge.     He also holds Grade 3 water treatment operator and Grade 5 water distribution operator certifications issued by the state of California Water Resources Control Board, Department of Drinking Water.
Brian K. Switzer
Vice President - Regulatory Affairs
Keith Switzer is the Vice President, Regulatory Affairs for Golden State Water.  Mr. Switzer began his career with Golden State Water as a Manager of Tariffs and Special Projects in the Regulatory Affairs Department in 2000.  He was promoted to Vice President of that Department in 2004.  As Vice President of Regulatory Affairs, Mr. Switzer is responsible for all of GSWC’s matters with the California Public Utilities Commission involving the regulated water and electric operations in California.

Mr. Switzer has over 30 years’ experience in the utility sector.  Prior to joining Golden State Water, he worked for one of the nation’s largest natural gas utilities and one of the largest electric utilities.  Mr. Switzer has a Bachelor of Arts Degree in Economics from California State University, Fullerton, a Master of Arts Degree in Economics from the University of California, Los Angeles, and a Master Degree in Public Administration from the University of Southern California.

Eva G. Tang
Senior Vice President - Finance, Chief Financial Officer and Secretary

Eva G. Tang is the Senior Vice President - Finance, Chief Financial Officer, Treasurer and Corporate Secretary of American States Water Company (“AWR”).  Ms. Tang also holds Senior Vice President - Finance, Chief Financial Officer, and Secretary for AWR subsidiaries Golden State Water Company, and American States Utility Services, Inc. and its subsidiaries.

Ms. Tang began her career with Golden State Water Company in August of 1996 and has held various positions in the accounting and finance department.  Ms. Tang held the position of Assistant Secretary for AWR, Vice President of Finance, Treasurer and Assistant Secretary for Golden State Water Company, and Treasurer and Assistant Secretary for all the other subsidiaries of AWR from October 2002 to November 2008.

Granville R. Hodges, Jr
Acting Senior Vice President

Granville R. Hodges, Jr. is the Acting Senior Vice President for American States Utility Services, Inc. (ASUS), a subsidiary of American States Water Company.  In this capacity he is responsible for providing strategic direction over the activities and operations for all ASUS subsidiaries. This includes overseeing all aspects of a growing business involved in soliciting and winning new government contract awards, and operating, maintaining and constructing water, wastewater, and treatment facilities on military installations across the country.  From 2007 to March 2020, he served as Vice President – Operations of ASUS and its subsidiaries.  Mr. Hodges has been with the company for more than 40 years, and brings a wealth of practical knowledge related to utility operations, administration, and other service modalities.  His interpersonal and leadership skills have helped serve to forge solid partnerships with military leaders, business leaders, contractors and consultants.  He was integrally involved with launching the Company’s Service Leadership Academy program and serves as a mentor and as an advisor to service professionals on issues relating to operations, emergency preparedness, procedures and practices.

Mr. Hodges holds a Bachelor’s degree in Business and has completed his coursework toward a Master’s degree in Organizational Leadership.  He has served in leadership roles with the American Water Works Association and numerous municipal and community-based organizations.
 

Gabriel G. Willis
Vice President - Strategic Business Development

Gabriel Willis joined the company in 2010 and currently serves as Vice President of Strategic Business Development for American States Utility Services, Inc. (ASUS), a subsidiary of American States Water Company.  His accomplished management and executive career spans industries of manufacturing (foods/textiles), retail, and Federal Government Contracts. He has a proven record of developing and winning Government privatization contracts of water and wastewater systems and managing revisions through the contract life-span. He is a seasoned Industrial and Systems Engineer experienced in providing strategic direction in design and deployment of lean processes and solutions.  Gabe has a Bachelor of Science, Industrial and Systems Engineering and Finance Certification, from Georgia Institute of Technology.
